THE MODERNIZATION OF STRATEGIC INTELLIGENCE ACCORDING TO THE HUMAN SECURITY PERSPECTIVE
Abstract
This article aims at analysing the modernization of intelligence under the paradigm shift from national security to that of human security and some obstacles to this modernization. Four elements of modernization (security paradigm, doctrinal body, techniques of analysis and external control) are discussed and, as a result, the new concept of “transecuritization of state intelligence” is presented, which systematizes the ongoing structuring process. It is concluded that the transecuritized modernization is fundamental to meeting the multiple threats in the perspective of human security, against the Brazilian society and, therefore, to increasing the efficiency of the Brazilian Intelligence System.
